Fast Applying Labels in Google Ads Account in Scale by Google Ads Scripts (GAS #3)

Each time we make any change inside the account we can apply label with short description of our action. To do that we will put a date and a name of the script inside.
Applying a label inside the Google Script requires to create a label first. To do that we build a separate function that check if label already exists, and if not - creates it inside given account.
We also build another function that will construct a proper name for us based on the name of the script.
